For the past few years, ZOA has supported the work of one national partner NGO in Burundi. From 2010 onwards, ZOA wants to scale up its activities in Burundi considerably. The main focus will be on rehabilitation assistance in the livelihood and food security sectors. The programme will focus on Burundian refugees returning from Tanzania to the province of Makamba. Other major programme components will be related to land ownership and peace building initiatives. Programming will primarily take place through local partner NGOs. ZOA intends to cooperate closely with a number of INGOs in Burundi.
To this end, ZOA is looking for a Country Representative to further develop its programme in Burundi.
When: as soon as possible
Duty station: preferably Makamba (or Bujumbura with frequent travel)
Duration: one year (with option to extend)
Key responsibilities during the first year:

To select and develop the capacity of a network of 3-5 Burundian partner NGOs that will jointly develop and implement a rehabilitation programme in the southern province of Makamba

Together with Burundian partner NGOs, carry out a context analysis and stakeholder analysis, on the basis of which further programming (initially through pilots) will be done

Develop a strategic plan for ZOA’ s presence in Burundi for the next 3-5 years, including an operational plan for 2011
- Ensure official ZOA registration and, following this, establish a small support office in Burundi.
- Establish and maintain relationships with relevant Burundian government officials, (potential) donors and other development actors.
- The country representative will cooperate closely with the country support team at Head Office
- The country representative will be accountable to ZOA’s CEO
Requirements:
- Very good verbal and written communication skills
- Very good networking skills,
- Fluency in French and English
- Relevant educational background
- A minimum of five years relevant work experience in similar contexts
- Pioneering qualities (taking initiative, self starter)
- Flexible attitude, yet results oriented
- Ability to cope with stress
The candidate preferably has a minimum age of 35 years. He/she is expected to be a christian and fully support the vision and mission of ZOA Refugee Care as described in the identity document.
The terms of employment that we offer are comparable with the PSO-package.
