ZOA Dorcas South Sudan is an International Non-Governmental Organization that is implementing Food Security and Livelihood, Peace & Reconciliation, WASH, Vocational Training and Entrepreneurship development projects in Jonglei, Greater Pibor Administrative Area, Western Bahr El Ghazal, Northern Bahr El Ghazal, Eastern Equatoria and Warrap State in South Sudan.
ZOA Dorcas is soliciting technical and financial proposals from qualified construction companies to construct flood protection dykes in Akon North in South Sudan.
ZOA Dorcas plans to construct a 13.930 kilometer dyke. Before preparation of the bidding documents it is recommended that the Company Engineer and Surveyor conduct a site visit to assess the project location. This visit is required to ensure a clear understanding of site conditions and to support in the preparation of a comprehensive and high‑quality bid.
This call for proposal read together with Annexes should be used to understand the project scope for the dyke construction. Therefore interested construction companies with the experience in Dyke Construction are invited and encouraged to visit the project locations at Akon North to familiarize themselves with project locations before submission of their technical and financial proposal to ZOA Dorcas.
This is an International tender which is open for submission from August 12 to September 11th, 2026 at 17:00hrs CAT, via email to the address; Procurement.southsudan@zoadorcas.ngo
Your proposal must be expressed in the English language and valid for a minimum period of not less than 120 days.
In the course of preparing your proposal, it shall remain your responsibility to ensure that it reaches the address above on or before the deadline. Your proposal should be submitted by email, with your company name and reference number in the subject. Kindly ensure that all documents are clearly named, dully signed and in pdf format, and free from any virus or corrupted files.
Services proposed shall be reviewed and evaluated based on completeness and compliance of the Proposal and responsiveness with the requirements of the Annexes and the RFP providing details of the requirements for this dyke Construction.
The proposal should comply with all of the requirements that meet all the evaluation criteria and should offer the best value for money.
Any discrepancy between the unit price and the total price shall be re-computed by ZOA Dorcas, and the unit price shall prevail, and the total price shall be corrected.
No price variation due to escalation, inflation, fluctuation in exchange rates, or any other market factors shall be accepted by ZOA Dorcas after it has received the proposal.
The Offer letter and the contract shall be issued as a result of this RFP to the contractor who meet all the requirement in the request for proposal as specified in the tender document.
ZOA Dorcas may invite shortlisted companies to present their technical and financial proposals to the procurement team, or to a technical team appointed to carry out the technical and financial evaluation, before issuance of a work order or signing of a contract
ZOA Dorcas may visit the company’s registered office in Juba or its field locations in South Sudan to verify the availability of technical and management staff, as well as the equipment listed in the proposal.
If a company intends to rent or hire staff, machinery, or equipment externally for the dyke construction, it must submit a letter of agreement with the relevant company, supplier, or individual for verification.
Please be advised that ZOA Dorcas is not bound to accept your proposal, nor award a contract or purchase order, nor be responsible for any costs associated with your preparation and submission of this proposal, regardless of the outcome or the manner of conducting the process.
ZOA Dorcas encourages contractors to prevent and avoid conflicts of interest, by disclosing to ZOA Dorcas if you, or any of your affiliates or personnel, were involved in the preparation of the requirements, design, cost estimates, and other information used in this RFP
ZOA Dorcas implements a zero tolerance on fraud and other proscribed practices, and is committed to preventing, identifying and addressing all such acts and practices against ZOA Dorcas, as well as third parties involved in ZOA Dorcas activities. You will be required to submit along with your proposal a signed ZOA Dorcas supplier code of conduct (Annex Il).
ZOA Dorcas has a zero tolerance to SEXUAL HARRASMENT, EXPLOITATION & ABUSE and also to abuse against Children. Should such come to knowledge of ZOA Dorcas now or during this proposal submission or after, this entire process will be cancelled with the immediate effect.
Your company and its director(s) shall be subjected to a mandatory vetting (Member Check) against list of listed companies or individuals on OFAC, EU, USA, South Sudan list of sanctions. Therefore, we request as part of submission a copy of Passport of the company directors.
